Insurer Assessments
Administrative Account
In accordance with Statute 646.51 of the Wisconsin Insurance Code, the Wisconsin Insurance Security Fund Board may authorize assessments on a prorated or non-prorated basis to meet administrative costs of the organization. The Security Fund makes Administrative Assessments in odd numbered years, with the next assessment projected to be invoiced in mid-Q1 2027.
Insolvency Accounts
In accordance with Statute 646.51 of the Wisconsin Insurance Code, the Wisconsin Insurance Security Fund may levy assessments from the covered companies based on premium written for the insolvency insurance provided by the Fund, in the amount necessary to pay covered claims and expenses of insolvent member insurers. An insurer’s assessments may not exceed two percent of written premium reported with an account.
Assessment Appeal Rights
A company has the right to appeal an assessment invoice. However, filing an appeal DOES NOT change the status or responsibility for payment in full of the invoice by the stated due date. Should there be an assessment adjustment as a result of the appeal, the Fund will issue a refund payment.
The appeal must be filed within 30 days of invoice date and sent separately from the invoice payment. The appeal needs to include company name(s) and NAIC number(s), and clear statement of objection to the assessment. Appeal communications can be mailed to:
Wisconsin Insurance Security Fund

Appeals may be emailed to: Information@WISecurityFund.org
Insurer Responsibilities
#1: Statutory Reserving
Annually in December, the Fund produces a report for each insolvency account summarizing projected liabilities and account balances to assist insurers in making statutory reserve determinations.
- Insurers are strongly encouraged to carefully review and verify their reported assessable premium numbers and to reserve based on the premium they reported.
- Insurers who identify errors must promptly provide an explanation for the change and report corrections to the Security Fund.
The most recent SAAP Report was issued in December 2025.
#2: Premium Reporting & Exemption Claims
Insurers writing life and health coverage that may have a premium exemption (Medicare, Medicaid, and FEHBP), should report the exemption using NOLHGA's Assessment Data Survey Reconciliation with annual financial statement.
Insurers writing property & casualty or other covered lines of business that may have a premium exemption should contact the Fund for instructions on how to file a premium exemption.
#3: Maintain Accurate Contact Information with the Fund
- Assessment invoices are sent electronically by the Fund. On July 1, 2026, the email address was changed to Assessments@WISecurityFund.org.
PLEASE update and whitelist this address to prevent the invoice from being blocked and/or quarantined. - Maintain current company assessment contacts with the Fund. When changes in personnel / contact information occur, PLEASE send updated contact name and email address details to Information@WISecurityFund.org
Note the Fund does not participate in the NOLHGA Assess Connect System.
